Minor bug in Python/C++ parsing of ONNX networks with constant outputs #637

Because of the optimisation of not actually creating variables for constant nodes, the parsers don't do the correct thing for networks with constant outputs. Example network: constant.zip

Not a huge problem, but came across while writing unit tests for the C++ parser.
