executing aslutil as non root user

executing aslutil as non root user results in the program hanging (Ctrl+C will return to tcsh prompt ) and launchd looping and periodically printing the following messages:
... launchd: starting root_jobmgr
... launchd if jm=0x0 then launchd_mport_notify_req transfer_port=0

as root user it works ok.
