Improvement

Currently

The diagnostics for Stardew Valley/Cyberpunk were written before the "Library" concept was introduced and therefore have no awareness of a mod in the library but not the loadout.

We want

Revisit the Health Check diagnostics to account for missing dependencies that are in the library but not the loadout.

Updated to mention Cyberpunk too as the diagnostics for that game will come before loadout items.
