What do we want to do when there are no peers in the network?

Postponing likes

We need to postpone sending likes somehow
Proposal blocks work fine for this, since it adds it to the local database.
However, we need the key of a validator peer, and since we have no peers, we can't pick one.
Maybe this could be the creator of the video in that case?
