Hi,
From what I see, this project (NixIPFS) has not received any updates since 2020.
Is it still under the development, and if not, is there any alternative to it?

It's not under development anymore. At the time, IPFS had its issues with such large amounts of data.
Here is some text I wrote to summarize the results
This project only uses IPFS as a storage and distribution backend.
It was never working flawlessly. I made some experiments with rsync + nginx which worked of course but saw no real benefit over directly using cache.nixos.org as there was no perspective of scaling the rsync solution.
