Improved moderation system

At the core, the current moderation system is weak and only basic. Rather than focusing on Autobans, anti-raid features, and many others (including the redirects system), the new moderation system will be more of a interactive one. Admins can pull up an menu to essentially ban, and do others.

The feature of preventing users from talking or banning from the server if their account is under a week or a certain timeframe (probably a week max) will also be included in this feat. Thank you to Alice on the transprogrammer server for this idea.

Alongside this, the mod actions feature will be there in order to have a central panel to perform moderation actions. Mod actions is also a cmd
