[Task] Quiet Mode

Task Description

This is almost the same as Kumiko, but this is going to be developed to better my own mental health and forces people to actually get some rest. So, within quiet mode:

1. All pings to the author will be nullified (same thing as an AFK system)
2. Pings will not be recorded as history, thus this prevents you from trying to spend time reading back - Reducing the amount of time you spend on the internet
3. Applies permissions to you to restrict you from every single channel except the rules and some niche channels
4. Once the time is up, you can see everything again. This will more than likely need an timer system

This is to force me to literally not talk and get some rest.
