Allow for questions to be closed based on amount of flags/downvotes on them #1

It would be nice to close questions that have received a huge amount of flags (or maybe, downvotes). That way, the community might be able to moderate itself, even if the moderators are currently away/sleeping.

I guess, if such a feature is implemented, it should allow only newer questions (e.g. <1 day) to be closed. Also, it should notify moderators, so they can check, and, if needed, reopen.
