Selection Attribute Criteria Don't Work

Most of the selection criteria such as survey width do not work. “By Survey” works and “By River Mile” works, accept that a cross section on the lower bound river mile will not be included. (This makes it impossible to include river mile 0.)

This is resolved. Thoroughly tested the survey width and average point spacing attributes.

This fix did require the removal of the max point spacing attribute filter. It can be added back at a later date during a bigger phase of development. Resolving bugs/crashes was the priority here.
