Can just do a search and replace for any }}\n{2,}{{ -> }}\n{{ before the first heading probably.

Example: https://en.wikipedia.org/w/index.php?title=Talk:Homesick_(Dua_Lipa_song)&diff=prev&oldid=1042498466

Actually, may have too many false positives to be worth it.
