Describe the bug

I remember that there is always a search bar when browsing packages under a package owner, but it disappears recently:

Actually, when I refresh the page, I can see that the search bar blinks and then disappears.

Repro Steps

1. Go to a package owner profile page: https://www.nuget.org/profiles/dotnetframework
2. No search bar any more
3. Refresh the page, and the search bar blinks.

Expected Behavior

The search bar should be there as before when browsing packages under a package owner.
