Command blocks unimplemented

Issue description

Command blocks disappear when trying to place in the world

Steps to reproduce the issue

1. execute give command to grant you command block (doesnt work by name - only by block id 137)
2. select block from hotbar + place in world
3. watch block disappear

OS and versions

• Nukkit Version: 1.0dev ???(Apple)?(Pie)? implementing API version 1.0.0 for Minecraft: PE v1.0.9 (protocol version 107)
• Java Version: 1.8
• Host OS: Linux Ubuntu 14.04
• Host Configuration: 8 GB RAM, 256 GB SSD drive, 4 core CPU from Intel 100 Mb internet upload
• Client Edition: Windows 10 and PE on android
• Client Version: 1.0.9

Crashdump, backtrace or other files

no log entries on the server or errors with stacktraces...

Oh I see, forgive me for not noticing.
Is there anything in the roadmap about implementing support for command blocks?

And though I am not familiar with your project, I am a java developer myself and perhaps I could be of assistance if necessary
