Should they be torn down when the founder leaves, when the second to last person leaves, or when the last person leaves?

They should not be torn down, but there should be some way of building some consensus model between all the members of the channel. The more people agree that the founder is the founder, the more likely that the person is the founder, and with enough agreement, the founder can moderate the channel.

Work that can be done now:

• exploration on how the consensus algorithm will work, and what specific thresholds would be needed to grant capabilities, such as modding.
