Defining list of labels

Hello,

It is time to standardize a bit our tags to ease the review process.

As far as I know labels can only be created by owners

I already see some duplicates for same use like:

on hold (l10n_switzerland) and work in progress (account-financial-tools, others)

I suggest to make a complete list on maintainers tools to be copied on all repositories

What is mainly missing on repositories are the following labels:

• needs review (yellow)
• needs fixing (orange)
• work in progress (color to be defined / blue ?)
• needs tests ? https://github.com/OCA/account-payment/issues/new

For work in progress I saw red, lightblue and yellow. I suggest an other color.
