在"数据结构-平衡树-Treap"页面添加“自底向上非旋转Treap”的介绍

我了解到的相关参考资料有

非常抱歉，我可能对这一数据结构的命名理解有误，我再去自己看一看代码，给OI-wiki添麻烦了。如果这确实是一种另外的非旋Treap实现的话，我计划在OI-wiki上填这个坑。
