For the average new user it is hard to find the settings file which requires your manual edits.

simply head over to this location and you'll find it.
inc > settings.php

imho he can add it to readme, also better name config.php.dist then copy to config.php on that way on update people can simply git pull and if something changed he won't have merge issues.
