I think the two original comments were referring to fields IV.1.1.1 and IV.1.1.2 (not IV.1.2, which is only in form F13, and which could be mapped to the usual suspect at-voc:procurement-procedure-type/open and at-voc:procurement-procedure-type\restriccted

BTW, an initial mapping for IV.1.1.1 was provided, but it might likely be wrong:
