Validation error when teacher start date is before school year start date

In OpenSIS classic I do not get this error as shown below. The date joined is 14 June 2018 and the (next) school year is 1 August 2018. This works.

In the responsive I get the following error.

Which one should it be? I currently use the classic 6.5 as the "correct" behavior.

As a result I can not create Course Periods with those teachers before the actual start of school year which is a major inconvenience. Should be able to create those in advanced. See below no teachers available from list yet I created my teachers.

I see this in the OpenSIS 6.5 Classic to address this problem which is what I have temporarily done in the responsive code base for now.
