Allow .devaudit configuration files to filter results

Allow for the existence of ".devaudit" files, either at the solution or project scope. These files will contain rules to override audit results. Initially these files will require manual editing, but the plan is to implement a simple UI for auto-populating the files.

The benefit of using the .devaudit files is they will not be overwritten by other processes, such as Visual Studio. They can also be version controlled quite easily.

Adding the .devaudit file at the solution level will cause the filter to affect all dependencies from all projects. Adding the file to the project level will only filter that project.
