Mediasoup Sfu: Limit the number getStats can happen at once #3

Background

It seems that a high number of parallel getStats at the same time causes a spike in CPU usage (moreover it causes in every 25 minutes?!).

Solution

One thing is to make the getStats for the mediasoup sfu optinal (already done), and other course of action is to limit the number of parallel getstats can happen at the same time before the promises are resolved.
