Expose a default web base URL for Octopus as a variable

It's hard to provide a perfect single variable for this because of the flexibility afforded by the web binding configuration, but providing a best guess would make a good default for step/email templates that need to refer back to the web server. If the value is not the one desired by the user the template can override it.
