Add the CryptographicException "Padding is invalid" Exception to the knowledge base using recent support answers for why this breaks.

Remove the double logging of the Fatal exception in ConsoleHost (it gets logged in OctopusProgram)
Add the KnowledgeBase exception information to server logs too so that Octopus.Server can benefit from it (not just console apps)
