When scripting an Azure VM install of tentacle, the tentacle MSI does not download.

Also the OctopusDeploy/OctopusDSC#17 PR should get merged.

3 Customers with this issue, the support discussion has some details of workarounds.

I talked to @matt-richardson - he's happy to take this one on since he'll be investigating merging the outstanding PRs in that repository and testing along the way.
