Calamari doesn't remove WinHTTP ssl bindings when it deletes bindings from IIS website

We clear and recreate IIS bindings based on what is setup in Octopus, and as we are creating the new bindings we update WinHTTP ssl bindings, but if a WinHTTP ssl binding relates to an IP that isn't in the new Octopus stuff, it won't get cleaned up.

This went out in 3.11.12. It was in Calamari 3.11.19
