Allow disabling of user identity editing

To support the requirements of some customers, we should include the ability to disable the feature that lets users edit their identity information. When this setting is enforced only admins would be able to assign identities to users.

It should also not be possible to add multiple of the same identity type. We had originally left this unconstrained, but after discussion the scenarios we originally considered aren't valid/necessary so we'll restrict it.

Adding new setting to the Authentication settings

Which can also be set via selfServiceLoginEditingEnabled in the configure command line.

Defaults to true and when set to false will prevent users from editing their own logins.
