Machine filtering in policy usage tab doesn't paginate correctly #6008

The bug

Machines listed under the usage tab in a machine policy are paginated in groups of 10. If you use the filter, it only shows matching machines as it should, but they're located as they were originally ordered when not using the filter. They aren't automatically moved to the top of the list. Gif below.

What I expected to happen

Any machines matching the filter criteria should be brought to the top of the list.

Steps to reproduce

  1. Assign over 10 machines to a single machine policy
  2. Under the machine policy's usage tab, use the filter to show only machines in the second page

Result: You still have to navigate through the pages to find the machines.

Affected versions

Octopus Server: Reported in 2018.9.10 and reproduced in 2019.10.7 (in master under machine policy Kenny)
