CaC projects show onboarding page on deployment overview when it has a process but no existing releases

I could reproduce the problem in the latest build

What happened?

When a non CaC project doesn't have steps it shows the onboarding page instead of the deployment overview page but for a CaC project it shows the onboarding page even if the project has a deployment process

Reproduction

1. Create a CaC project
2. Add a deployment process
3. Make a release
4. Delete the deployment process
5. View the deployments overview page
