Improve UX of task history and previous deployments when viewing a task

The enhancement

The Need

The task history is squished into the sidebar which can be a dense viewing experience when trying to parse specific rows.

The previous deployments only show a max of 3.

We also load all the data for these sections on the initial opening of the task. If the user isn't concerned about this info, we're loading more than what is necessary on the page.

Solution

Move the task history table to a separate Task History tab, and add a link to a filtered view of the deployment tasks list instead of only the 3 latest deployments.
