Parcel with weight >500g <1000g sometimes give <500g price option #10

Sometimes a customer selects small parcel option eg <500g for a parcel that is >500g and<1000. This parcel falls into the second weight category and should not return or display the cheaper option.

Closed with v2.5.6 corrected AP codes. Excluded AP prices where additional AP packaging is required.
