After I upgraded my system from Hirstute to Impish, it seems as if the configuration file changed -- the omnidb-server process was no longer listening on port 8002, but on 8000. Once I tracked this down, I changed the config.py file back to 8002, restarted the service, and things began working again.
I have a vague memory of this happening on the upgrade from whatever "G" was to Hirstute as well.
