Currently, for intellisense to come up for a miscellaneous file, we need the file to be opened inside a folder. This often causes confusion among the users - #1967 (comment). We should be able to provide intellisense without the need for the file to be opened inside a folder

I've been confused for ages why c# formatting didnt work for random files . . . heck a friend of mine even moved to rider because of it. I'm surprised this is not a thing :(
