Presently the STAT named instances have SemiCondensed width and fvar named instances have Regular width.

I believe the issue is in the STAT table. It's due to overlapping values and NominalValue equals RangeMinValue. Anyway, Format 2 for AxisValue isn't as needed as it used to be, so you can correct the overlap (or lower RangeMinValue), or simply convert to Format 1+3.
