Verify if there are cases where the issued and modified fields have the same value (i.e., the same year).

Check these cases to confirm that there were modifications in the same year. If there were no modifications, exclude the modified field value.

Modifications cannot be used to indicate that "no modifications" were made (i.e., by representing issued and modified with the same values)
