The Problem To Be Solved
Currently there is no way to validate a *.PDSC file for component / config file versions.
There should be a process that validates a new pack against a previous release and identifies potential mismatches in component or file versions.

An example where this problem exists is in V2M_MPS3_SSE_300_BSP@1.2.0 and V2M_MPS3_SSE_300_BSP@1.5.0 on this config file:

       <file category="header" name="CMSIS_Driver/Config/Baremetal/cmsis_driver_config.h" attr="config" version="1.1.1"/>
