[2-Issues] Cargo from orders fails to be delivered and Rescue Craft stuck in cityscape #1376

Forgive me if this isn't a bug, I'm somewhat new to Apocalypse and OpenApoc, but I've never seen this before.

Build OpenApoc-20240306. No mods. Windows 10.

Corporations are seemingly no longer delivering cargo? The provided save below has 2 ship parts (engines, I think) not being collected/delivered until they eventually time out. If I go and make a new order for similar parts, and let the game keep playing, they will still never get collected. What speed I pick appears to make no difference, they won't move until they time out and I am refunded.

It's a new game, on a fresh install, these factions are still neutral or positive to me; the base has cargo space but nothing happens.
So far Marsec, Cyberwave and Superdynamics all fail to deliver vehicle parts (such as an SD Turbo engine, I believe).

As I'm new to Apoc and OpenApoc, I'll admit I don't know if this is expected, but I've started and restarted many games and never once seen this behaviour?

Is the organization Transtellar hostile to you? I had this problem a while ago, and that was the cause of it. Transtellar are responsible for transporting the stuff you buy in the game, so if they become hostile they refuse to transport stuff to you.

It does not appear to be orgs that are hostile to Transtellar (the usual cause, even if X-COM is not).

When checking organisations.xml in the save game there is a slight dislike of Transtellar by Cyberweb, but nothing significant

I cannot collect via "manual" means either - sending the Valkyrie with a cargo module and crew to either of the two yellow circled buildings does not collect the goods

There are a number of "stuck" crashed vehicles here

I destroy them using debug (F1, select vehicle, minus key)

This does not make any transport craft spawn either

On checking the save for craft with a transport mission - I cannot find any - it appears that either no transport was spawned, or it was destroyed before this save (for example by hostile action in the city - usually MegaPol shooting down Transtellar craft). In either case the delivery appears "locked" to something that is not there and can never be delivered as the assigned delivery craft will never arrive to collect.

I had seen the stuck/circling/crashed vehicles on that side of the map, but being new (despite it seeming odd) I didn't really know if they were doing something they were meant to do or not. But yes, cargo cannot be collected manually either.

Had a quick look at earlier saves - the very first one has an unmoving vehicle in that same spot.

The same save file eventually runs afoul of the 'missing agent' bug, too. My 2nd recent game to do so.

Save DF-9 fails on load, DF-8 sometimes fails on load, and DF-7 appears not to. Several Biochemists, Engineers and Physicists were fired between saves, I believe.

The reason manual pickup isn't working is the fact that the stuck vehicles are still trying to pick up the order. Manual pickup only works if there isn't an existing ferry. It all stems from that strange pathing issue that is confusing all the vehicles. They are stuck in a loop and are running out of fuel and crashing. I'm almost positive the agent issue is the same problem I created when I tried to make a command to clear space liners from the city. I cleared the liners from the map, but didn't clear them from the actual buildings they resided in and it created the same error. This stems from my infamous multi-select update which has spawned many issues that are obviously still being worked out.

As I'm new to Apoc and OpenApoc, can I ask if these pathing issues may also cause an APC to not return after a successful mission? I asked in the discussion session a few days ago, because I didn't want to make bug reports of things I don't necessarily know, but its a thing that stands out as 'doesn't usually happen', so if its okay to ask here?

I've just looked through the list of saves from the weekend to find it, and appears to repeat on reload - APC is en route to a building to answer an alert, when mission is completed it won't return to base automatically, but can be told to go manually.

Expected behaviour, or worth a report?

Pathing issues in the city are a known issue, although I don't see an official issue in GitHub that specifically states this. I've found that ground vehicles usually have a harder time getting around than aircraft. I haven't heard of a vehicle not returning from a mission automatically but still able to return manually. I am far from an expert on expected behavior, but it is probably worth opening an issue to look at the save.

I've actually seen this recently in another game if that's any help; vehicle wrecks that never get removed/despawn (whatever the intended behaviour should be) simply stick around permanently.
