@akariv, implement line graph with 3 lines (approved, updated, spent) and on hover (with padding around the year location) enter 3 bars to compare the year itself.
Then I will take it from there and continue

show the 3 bars (approved, revised, used) one next to the other above their year label with the line charts in their background in gray. On hover of any bar (let's say the green one) the full respective line appears in its color (green) and the other bars turn gray showing only the respective (green) bars:
