MMSI properties persistent track is not updated after a AIS lost (time out) and a later reassume. #3330

Describe the bug
See this CF post

To Reproduce
Steps to reproduce the behavior:

  1. arrange a mmsi properties persistent track for a target.
  2. Await absence of position updates and time out so the target is lost.
  3. The track is now ended.
  4. Receive new position updates for the target.
  5. No new track is established.

Expected behavior
A new track would have been established when the AIS target appears again.
As it does when OCPN is restarted.

  • OS: : Tested on W10.
  • Version: O v 5.6.2 and current Git master.
