Update obsolete link to PSRA / seismic-risk-model in the "Download Data" page

Translation to text: the Download Data page at https://www.riskprofiler.ca/download-data/index.html points to https://opendrr.github.io/downloads/en/psra.html which no longer exists (404). I wonder if the new link is at https://opendrr.github.io/seismic-risk-model/en/?

Link fixed in [HabitatSeven's development site], but not in our static site yet.

The original plan was to fix the link with the release of the French translation, but the latter has been delayed.

2022-11-23: @NickyHastings independently discovered the broken link too.

2022-11-29: The 404 broken links for both English and French were replaced with HTML redirection to the new pages, see OpenDRR/downloads#27

What remains to be done is to update the link from https://opendrr.github.io/downloads/en/psra.html to https://opendrr.github.io/seismic-risk-model/en/ in the downloads page and deploy to https://www.riskprofiler.ca/.
