Update contact email

Makaila W. helpfully noticed that @jvandevalk’s email address, originally used as a placeholder, is still listed on the Contact Us page at https://www.riskprofiler.ca/contact/index.html. She checked with @plesueur and he let her know that we now have a different and official email for contact: earthquakerisk-risquessismiques@nrcan-rncan.gc.ca, and wrote us a really nice email for the change request on 2022-12-12. Thank you so much, Makaila!

(For the curious, the display name for the email address is "NRCAN.F Earthquake Risk / Risques sismiques F.RNCAN".)

Edit: Uh oh, while the page displays Julie’s email address, the mailto: actually points to earthquake-risk.risques-seismiques@nrcan-rncan.gc.ca which does not exist. Sorry for the oversight! 😅
