Sometimes when new production building is constructed, ProductionTabsWidget doesn't detect this and tab for that building is missing (thus it's not possible to build any units/MCUs from it).
After constructing another building of the same type, the widget catches up and even the previous production building with missing tab gets one.
It's difficult to reproduce, sometimes it happens even when the game starts (and player already has some production buildings).
