Zero-persistence: Add Zero-persistence

• If checkbox for the "Zero-persistance..." is selected:

  • Then show section with dropdown disabled (whole div), and the retention period DDL item being set to "Not stored"
  • Display a warning when enabled (yellow panel)

• The menu option for Data retention will not be shown for users that are not admins (same as 2FA). If a user without admin credentials accesses it via directly via URL, we should 404 (noting, interim solution till we have a "no access" UI implemented)

Acceptance:

• New column in the project table with three available values.
• Works like the figma on the project settings page to change the value above.
