Workflow dashboard link to work orders in pending state

Right now we've got a parenthetical count of runs in a pending state. While this is useful info, it would be even better to have a clickable link for work orders that are in a pending state.

(Note that we can't link to runs in a pending state, but in theory—so... most of the time unless there's a problem in the system—a run in a pending state would make its related work order ALSO be in a pending state.)
