Allow admins to set/update retention periods at project level.

Retention period is measured in days as presented below:

projects.history_retention_period = [7, 14, 30, 90, 180, 365] //in days
projects.dataclip_retention_period = [ must be less than history_retention_period ]

Send an email to the project owner and administrators as notification when a retention period is set or updated.
