Webcontainer property decodeUrlPlusSign issue

Currently for decodeUrlPlusSign, false setting is ignored.

There also needs to be a doc update, page rwlp_metatype_4ic currently says default for decodeUrlPlusSign is "false", but its actually always been "true".

@epj Hi Evan, see my slack to you. I believe the file that you want to update is https://www.ibm.com/support/knowledgecenter/SSAW57_liberty/com.ibm.websphere.liberty.autogen.nd.doc/ae/rwlp_config_webContainer.html , which is a Liberty autogen topic that you would update. It contains the decodeUrlPlusSign element that you mention.

The POC Vote for "Do we agree to fix the decodeUrlPlusSign config property so it takes affect, and change its default to "true" to maintain the existing behavior?" was APPROVED.
