OpenAPI UI is broken (missing CSS)

Describe the bug
OpenAPI UI has no CSS.

Steps to Reproduce
Open the OpenAPI UI (/openapi/ui)

Expected behavior
UI should display properly

Diagnostic information:

• OpenLiberty Version: Current integration
• Affected feature(s) openapi-3.1, mpOpenAPI-1.0, 1.1, 2.0, 3.0
• Java Version: N/A
• server.xml configuration: anthing including mpOpenAPI feautre

Additional context
It looks like the reference to the CSS in the HTML does not match the name of the actual CSS file.

This appears to have been introduced by #20054 which went through the manual testing process before being merged. We need to work out how it worked during manual testing but not once it was built.
