Task: Add a new test to the kernel FATs to test org.osgi.framework.storage.clean=onFirstInit in bootstrap.properties.

Purpose: Ensure the workarea folder is cleaned out via the com.ibm.ws](http://com.ibm.ws/).kernel.boot.internal.KernelBootstrap.cleanStart() method when this property is set and the server is started up.
