Describe the bug
A websocket connection may experience a delay in closing the connection. When this wait condition happens, the connection will close after 8.5 seconds.

Steps to Reproduce
No manual reproduction, part of normal websocket closing operations.

Expected behavior
The websocket should close immediately, without delay.

Diagnostic information:

OpenLiberty Version: 22.0.0.5 - 23.0.0.9
Affected feature(s): websocket-2.1, websocket-2.0, websocket-1.1, websocket-1.0
Java Version: N/A
server.xml configuration: N/A
