User story:
"As a user of Open Liberty, I want DB2 to work with the built-in Jakarta Data provider so that my applications can use Jakarta Data to access my database."

Look into whether there are any DB2 specific concerns with Jakarta Data and the data access patterns it provides and ensure they are addressed.

We should be able to run the main data_fat and data_fat_jpa test buckets with DB2 as the database, and this combination should be enabled in automated continuous test. Database rotation is currently only running on Java 11, once all the Data buckets are fixed we can enable Java 17 to run everything.

DB2 on i and DB2 on z will be separate user stories, not combined with this.
