- cosmetic changes

- moved copyright from Modelica package comment to file ignored comment
  to speed up MDT
- changed module to package
- added RCS $Id$ to the files who were missing these

This module is used in the modpar part of OpenModelica for bulding task graphs
from the BLT decomposition for automatic parallelization.
