[NF] Fix overconstrained connection handling.

- Handle standalone function calls that are not overconstrained
  connection operators in models with overconstrained connections.
- Evaluate overconstrained connection operators even if the
  overconstrained connection graph is empty, since a model might
  still contain calls to e.g. Connections.isRoot.
